Comprehensive School Safety Services & School Safety/Security Training

The ESDs are available to support LEAs throughout the state in meeting state requirements regarding comprehensive safe schools and emergency operations planning, as outlined in RCW 28A.310.510. In addition, ESDs provide much-needed training and technical assistance for school staff.

Security Staff Training

In 2021, HB 1214 directed the ESDs to develop and administer an annual training “program” for school safety and security staff that meets the requirements outlined in RCW 28A.310.515. This training builds on training that began in some regions in 2019 when initial training requirements for School Resource Officers (SRO) were established (RCW 27A.320.124).

The nine ESDs, united through the AESD, are working closely with OSPI and key stakeholders engaged in the state’s School Safety and Student Well-Being Advisory Committee to refine existing training modules and collaboratively deliver training statewide.

In addition, ESDs are to provide verification of training completion, and develop guidelines for on the job training and check-ins with school safety and security staff. Finally, the ESDs are also engaged in supporting OSPI with data collection required in the bill.

Proof of Completion Process

By RCW requirement, each Educational Service District (ESD) must verify and provide proof of completion to school safety staff who have completed the HB 1214 training. Training is not considered complete until your ESD has done so. To receive proof of completion, please follow the guidelines below. Because of the different deadlines for each training component, participants should request proof of completion from their ESD for each stage.

Classroom Units

  1. Complete the 13 required classroom training units, either in person or online.
  2. Fill out the journal entry in the Participant’s Guide for each unit.
  3. If not employed directly by the school district, have contracting agency (law enforcement or private security) review the journal. Discuss, suggest and modify as needed.
  4. When satisfied, contracting agency completes Appendix A from the Participant’s Guide.
  5. Have school district review the journal. Discuss, suggest and modify as needed.
  6. When satisfied, school district completes Appendix A from the Participant’s Guide.

On-the-Job Training

  1. Complete On-the-Job Training (due one year from start date working with students).
  2. Fill out the On-the-Job Training: Activities and Observations section in the Guide.
  3. If not employed directly by the school district, have contracting agency (law enforcement or private security) review this section. Discuss, suggest and modify as needed.
  4. When satisfied, contracting agency completes Appendix B from the Participant’s Guide.
  5. Have school district review this section. Discuss, suggest and modify as needed.
  6. When satisfied, school district completes Appendix B from the Participant’s Guide.

Monthly Check-ins (non-SRO’s only)

  1. Complete Check-in Training (due one year from start date working with students – SRO’s are not required to complete this section).
  2. Fill out the Check-in Training: Activities and Observations section in the Guide.
  3. If not employed directly by the school district, have contracting agency (private security) review this section. Discuss, suggest and modify as needed.
  4. When satisfied, contracting agency completes Appendix C from the Participant’s Guide.
  5. Have school district review this section. Discuss, suggest and modify as needed.
  6. When satisfied, school district completes Appendix C from the Participant’s Guide.
